There should be an option (disabled by default) to make it so that you can't place notes in places where they won't make sounds.

For example, 

should not be allowed.

I disagree, by allowing this they are forward compatible with possible future changes and allow flexibility with other software that is able to interpret there sound files.

It would be disabled by default.

Sure, but why would it bother you? It also comes in handy when transposing songs. You don't want to lose notes.

Because I accidentally place notes there by accident often.
