On the Electric Guitar sound (specifically just this one), the notes B4 and up are mute.

No, I disagree. B4 and higher should be in the range of the Eguitar. SIEGE may be experiencing a glitch of some kind.

Indeed.  Could you try clearing your browser cache?

I had to clear cookies, cache, site settings, and hosted app data. Then I closed and reopened chrome.
It worked. Thank you so much.
