1. Can you enable/disable reverb or delay on individual notes?
2. Is there a way to clip notes to make them shorter. Like playing only the sharp little bit of the beginning of the distortion guitar note

You can do this with markers but these are uncommon techniques and most people don't even use this in real DAWs

Right click the measure bar to add a marker
