But like Liam said, even though it wouldn't be hard to code, there are a couple of other issues involved. There wouldn't be anything stopping people from uploading clips of swear words or clips of copyrighted material. An entire system would have to be put in place for moderating each new uploaded sound, and that would be a lot of work for the developers.
