I am working on soundtrack i wonder if we can add custom instruments
mechanics are developing a custom synth from what I heard.
No but you can get a DAW and add custom instruments to those. I recommend Ardour, Cakewalk or Reaper for the free ones
Yes.  You can make your own instruments, and the only true limit is your imagination.

This guy made an accordion.

There's some neat innovations in here, like a chime (measure 29), and seagulls (measure 76 - 81).

This one has birds, and a bike.

You can include low-sample rate audio.

These two people regularly invent all kinds of new instruments.

Online Sequencer doesn't just play music, it also lets you see most of the recipe of how people did stuff.  All you have to do is put the song in edit mode, figure out what combination of effects and markers were used, and then improve on the technique yourself.

Another idea is to look at Lucent's guide.  https://sites.google.com/view/lucentguid...techniques  includes the vocal synthesis tool.  It might be missing some of the newer methods, like using the console to set EQ or Detune beyond the bounds of the interface, but if you ask around I'm sure people would be happy to explain.

If you invent a new instrument, be sure to share it in chat or the forums!
Vladimirr, you and Syntax probably invent some instruments to OS.
this is a drum-packed melody with many different setting changes.
