My music is too loud

I have had to incrementally increase the volume of new instruments as I introduce them into my song
Should I increase the volume of higher parts and decrease lower parts or the opposite?

typically melody should be the loudest part, high or low, but high harmonies should be quiet and low harmonies should be slightly louder. drums should also be audible. at least from my classical music experience.
