I think shift + scroll is a nice remedy to this situation unless you have one of those shitty laptop trackpads.
Though to add my thoughts to this suggestion, I'm interested if we can use measure number as a way of "page anchoring" just like you can automatically scroll to a certain section on a wiki page from an anchored link.
