Is it okay to make an Online Sequencer API

I would like to make an Javascript API designed for PenguinMod, (a advanced version of scratch) for educational purposes. ex: downloading .mid/.mp3/.wav files of sequences, user info like, pfp icon, username, sequences. And be able to fetch the files used for instuments. And maybe be able to fetch an array of the current 10 messages in the chat? Thank you for your time

May I have an authority's attention? Just for legal reasons to give consent for making an API that fetches data from a website. *Not personal data, just music files etc.*
