An error in Chat

There seems to be a bug where people like to be offensive in Chat. Often these people either send the same message over and over or use inappropriate language that often is directed towards someone in specific. The Moderators do a great job at banning such people but it may be more effective if we can get to the root of the problem. I hope to see this fixed soon, cheers

Also I would like to mention that often there is nobody using Chat. I recommend legally binding all users to use Chat for a certain alloted time per day or face consequinces that may consist of suspension of website use, removal of content, or perhaps even fines if it gets severe. I hope to see this implemented soon as well, cheers
