What does "Warning Level" mean in a forum profile's page?

So there's this thing called "Warning Level" which appears in my forum user's page:

I'm not sure what that is so i'd like to know how it works.

It's the number of times you've had a warning (the number of times OS has flagged you up) like if you've been spamming or something.

Thanks. But byy how much does OS increase the percentage? Asking because in the image it was a percentage, not an actual number.
