Velocity issue with exported MIDIs

When exporting a MIDI, the default velocity has a reading of 50. However, the maximum volume in the reading of the exported MIDI is 135. This is half as much as what it should be.

However, this is half as much as what it should be:


For context, the sequence I exported first has a note with 50% velocity, 0% velocity (which is ignored on purpose), and 100% velocity in order.

Next, I tried changing the volume of the instrument and the sequencer and then exported it. Here's the result I got:

The 1st note has a velocity of 100, but the interesting thing is the last note has a velocity of 14.

What is going on here!

Not sure what you mean but when MIDI is exported from OS the default velocity should be 50

Just select the notes and change the velocity to the one you want with alt+scrollwheel.
