according to modern vocabular rules, a negative prefix in a word such as dis- or de- implicate a negative aspect or outlook accompanied to aforementioned word. in other notable examples, it can specifically mean doing the opposite of an action. in that regard, i'd like to eliminate all crime on a global scale by discriminating everyone B)
